On 20.05.2022 in the city of Kotel, the implementation of the SMR for the site: "IMPROVING THE ENERGY EFFICIENCY OF THE TERRITORY OF THE MUNICIPALITY OF KOTEL THROUGH RENEWAL OF THE STREET LIGHTING SYSTEM IN THE CITY OF KOTEL" began. The construction activities are carried out within the framework of the project "Improving the energy efficiency of the territory of the Kotel municipality by renewing the street lighting system in the city of Kotel", financed under DBFP No. DBFP No. BGENERGY-2.001-0043-010 is implemented with financial support of EUR 265,723 provided by Iceland, Liechtenstein and Norway under the EEA Financial Mechanism and NFM.
The project will modernize the street lighting in the town of Kotel through the rehabilitation and modernization of the outdoor artificial lighting systems in the town of Kotel, implementing the measures recommended in the Energy Efficiency Survey Report, reflected in the working investment project:
1. Replacement of existing street lighting fixtures and consoles with new energy-efficient LEDs
2. Introduction of a system for automation and management of energy consumption.
Use of RES.
Installation of 630 pcs. new lighting fixtures, as the total length of the routes covered by the street lighting project is 18.9 km. The streets on which the lighting is planned to be replaced are: "Vasil Levski" St., "Rakovska" St., "Kiril i Metodiy" St., "Stara Planina" St., etc. According to the requirements of the conducted energy efficiency survey, the lighting installation will be implemented with LED lighting fixtures with a unit power of 40W, with a luminous flux ≥ 120 lm/W and a color temperature Tc = 4000K.
A single bracket/slingshot will be installed on each pole. The new LED lighting fixtures are attached to them.
The replaced street lighting fixtures are powered by 20 street lighting boards/cassettes. The apparatus for the management and protection of street lighting - fuses, contactors and electricity meters are installed in the street lighting control panel. The measurement of the used electricity is done in each street lighting panel with a separate electricity meter installed in a separate "measurement" section.
All mains lights will be connected to the overhead network with a cable with double insulation for outdoor laying type SVT 3x1.5 mm2.
The street lighting is switched on and off automatically, by means of electronic clocks installed in the street lighting control panel. The project envisages installing an automated system for controlling and monitoring street lighting.
The control part of the automated street lighting control and monitoring system will be able to perform:
1. Remote control and management of street lighting by means of two-way data transmission
2. Management of an unlimited number of addresses
3. Remote control and management of street lighting
4. Individual management of each street sign
5. Street lighting is controlled according to a schedule set by the operator or according to set separate single commands
6. The system will not have a limit on the number of on-off cycles within one schedule per day
7. Ability to create recurring schedules for a certain period of time or create separate schedules for each calendar date.
8. The system will have the possibility of emergency autonomous control by perpetual calendar type commands from an autonomous clock and autonomous memory built into the controller.
9. For servicing and maintenance purposes, the system will allow direct sending of commands to the individual executive devices
10. The system will support monitoring and display information about individual controllers (street boards).
It is planned to use RES to power the street lighting, using separate solar modules (panels). Each luminaire intended for PV power supply will be supplied complete with a 100 Wp solar PV module, a console, a rechargeable battery - providing a minimum 8 hour run time and a charge controller. Solar LED lighting fixtures do not need an additional power supply. 74 pcs/ solar powered LED lighting fixtures will be installed mounted on existing tubular steel poles.
A complete replacement of all lighting fixtures with modern LED ones, with reduced losses of electrical energy, is proposed. Their use will guarantee a very precise achievement of the set light technical characteristics with significantly less consumed electricity.
The project "Improving the energy efficiency of the territory of Kotel municipality by renewing the street lighting system in the city of Kotel", financed under DBFP No. DBFP No. BGENERGY-2.001-0043-010 is being implemented with financial support in the amount of 265,723 euros provided by Iceland, Liechtenstein and Norway under the EEA Financial Mechanism and NFM. The main goal of the project "Improving the energy efficiency of the territory of the Kotel municipality by renewing the street lighting system in the city of Kotel" is to increase the energy efficiency through technological renewal and modernization of the external artificial lighting systems, to reduce the carbon intensity and to increased security of supply.
